Whats Wrong with My overclock?

Hey
i run my sig rig cpu on
4.0 cpu 1,468 voltage and 2.8 cpu-nb 1,35 voltage
everytime i try to start my pc i have 10% luck on getting it on
any other 90% it just stays black lights inside case goes on sound etc but screen doesnt react.
